Transfer Ownership of an Ontario Vehicle
A transfer is used to record a change of
ownership of a vehicle which is registered in Ontario.
For transfers involving vehicles registered in Ontario and that are purchased
privately in Ontario, the following items should be presented at any Driver
and Vehicle Licence Issuing Office:
- vehicle permit (the transfer application
on the reverse side should be fully completed)
- bill of sale (this should include
the date of sale, a full description of the vehicle, the purchase price of
the vehicle and the signature of the seller)
- Safety Standards Certificate if the
motor vehicle is transferred "fit". Not required for trailers, motor
assisted bicycles (mopeds) or off-road vehicles.
- plate portion of the permit (this
is only required if the registrant will be attaching a set of licence plates
already in their name to the vehicle)
- payment for retail sales tax (this
is calculated at eight per cent of the Red Book wholesale value or the declared
value indicated on the bill of sale, whichever amount is greater. If the registrant
is exempt from paying retail sales tax, the appropriate supporting documentation
is also required.)
- Used
Vehicle Information Package (this is only required for private sales)
- insurance information if the vehicle
is plated
- payment for licensing fees: for new
plates and permit, $20.00. (For plate validation, the owner will be required
to pay for the validation period from the date of vehicle registration to
the assigned validation expiry.) To attach valid plates owned by the buyer,
the fee is $10.00. This product is PST and GST exempt.
- a vehicle emissions pass report or
a conditional pass report may be required. Ontario's Drive
Clean Program applies to owners of passenger and light-duty vehicles in
the Greater Toronto Area (City of Toronto, and the Regions of Halton, Peel,
Durham and York) and in the Hamilton-Wentworth Region. For more information

There are many other circumstances under
which a vehicle transfer will be required. Some examples are as follows:
- Registered owner is deceased
- Repossession
- Divorce
